No, instead replace the current 4Ps welfare program with one that doesn't provide cash payout but provide crucial education, skills training, livable jobs, and food vouchers which is arguably a more productive welfare response to poor households rather than cash payouts, which usually just ends up for reckless expenses like alcohol or beach vacations, at least from what I've observed.
