Two-Tier system. Have insurances compete with one another (including ACA) for coverages for higher issues. Allow regulated private practices ("cash only" doctors) to operate. Competition for specialist services will keep prices in-balance.

I think that while it is a good idea, people who don't often go to the hospital aren't paying for their own hospital stays but for others and while that is ok, I think that people should be able to opt out and if they do then they pay for their own hospital fees.

If a few conditions are met:
1. The system doesn't raise our national debt
2. If people don't use it as a way to get unhealthier and then just have the government pay for it
